Strengthening Police Accountability: UNDP Hands Over ICT and Solar Equipment to the Nigeria Police Force

In a bold stride toward digital transformation and sustainable energy, the United Nations Development Programme (UNDP), with generous support from the Federal Government of Germany, has equipped the Legal Directorate of the Nigeria Police Force Headquarters and 15 State Commands with cutting-edge ICT tools and solar power systems. This forward-looking initiative, part of the Supporting Police Accountability and Transformation Project (SPAAT) funded by the Federal Government of Germany and delivered in partnership with the Global Security Sector Foundation and the CLEEN Foundation, is redefining efficiency, transparency, and accountability in security and justice systems.

By integrating renewable energy transformation through solar power and advancing digitalization, it is transforming the way legal cases are documented and managed, while also providing a reliable energy source. This dual approach strengthens institutional capacity, reduces carbon footprints, and enables uninterrupted, secure access to digital case management, laying the foundation for a more efficient, smarter, and environmentally friendly greener future in public service delivery in Nigeria.

For years, frequent power outages and outdated systems have hindered the Legal Directorate’s capacity to function effectively. By integrating digital tools with clean energy solutions, UNDP is tackling these longstanding challenges at their core—strengthening institutional capacity while promoting environmental sustainability.

The initiative also complements Nigeria’s Digital Public Infrastructure framework, which aims to digitize 75% of public services by 2027. It underscores UNDP’s commitment to advancing efficient, inclusive, and accountable policing, anchored in the principles of human rights and public trust. Across the legal departments of 15 police commands in Nigeria, UNDP deployed 2.5kVa inverter systems with batteries and solar panels, 3-in-1 desktop computers, and multifunction printers (print/scan/photocopy) with cartridges, as well as all necessary installation accessories and cabling materials.

This seamless rollout marks a critical milestone in strengthening the Nigeria Police Force’s institutional resilience and legal service delivery and driving innovation and sustainability through infrastructure support. Force Headquarters Abuja (Force Legal Abuja)

This transformative investment will directly benefit over 80 police legal officers, who collectively oversee more than 40% of the Force’s (estimated 148,000) personnel. With access to modern ICT infrastructure and uninterrupted solar-powered energy, these officers are now better equipped to manage case files efficiently, document rights violations accurately, and uphold due process in line with Nigeria’s human rights commitments.

This gesture is a testament to the UNDP’s commitment to supporting the Nigeria Police Force in its efforts to modernise and improve its services, which will significantly enhance the capacity of our Legal team to efficiently discharge their duties, and we are grateful for this thoughtful and innovative solution.
