Mozambique’s development context in 2025 was shaped by economic pressures, political transition, climate-related shocks, and continued insecurity in parts of the north. While opportunities for growth remained, poverty, unemployment, informality, and fiscal constraints continued to challenge inclusive development. The launch of the National Inclusive Dialogue process created opportunities to strengthen social cohesion and rebuild trust, while Cyclones Dikeledi and Jude highlighted the country’s continued vulnerability to climate change.

Against this backdrop, UNDP Mozambique advanced structural transformation, resilience, and inclusive governance through an integrated portfolio approach combining policy support, innovation, development finance, and partnerships. Through the Economic Diversification Portfolio, UNDP supported evidence-based pathways for economic transformation, strengthened emerging value chains in Niassa and Manica, and promoted private-sector engagement and investment opportunities.

At community level, livelihood recovery and resilience programmes expanded access to employment, skills development, productive assets, and improved services, contributing to the foundation of the African Development Bank-funded RISE Programme.

UNDP also strengthened climate resilience, digital transformation, and accountable governance by supporting disaster preparedness, climate-resilient infrastructure, digital public services, the National Dialogue process, and gender-responsive approaches. Despite a challenging operating environment, UNDP maintained strong delivery and partnerships, reinforcing its role as a trusted development integrator. Looking ahead, UNDP remains committed to supporting Mozambique’s ambitions for inclusive growth, climate resilience, innovation, and sustainable development.
