UNDP Democracy and Elections Project: Steering Committee Approves No-Cost Extension Until December 2026

The Steering Committee of the “Enhancing Democracy and Electoral Processes in Mozambique for the Electoral Cycle” project unanimously recommended a no-cost extension until 31 December 2026. The decision was endorsed a few days later by the UN Under-Secretary-General. This no-cost extension allows the project to continue its work and to focus on activities that are relevant to the discussion of election issues in the national dialogue. 

The Steering Committee meeting, held on 6 October 2025, was chaired by the President of the National Electoral Commission (CNE), Dom Carlos Matsinhe, and co-chaired by UNDP Resident Representative Edo Stork.Participants included representatives from key national institutions—the Constitutional Council, Supreme Court, CNE, STAE, and the Mozambican Police—as well as development partners such as Canada, the European Union, Norway and the United Kingdom.

For the meeting, a draft work plan for 2026 was shared with Steering Committee members, and feedback received. Priority activities for 2026 intend to focus on election issues in the current national inclusive dialogue process: 1) Building the capacity of electoral actors involved in the national dialogue process; 2) Combating disinformation and hate speech; 3) Enhancing information dissemination and public engagement; 4) Supporting consultations on the electoral legal framework; 5) Promoting participation of women, youth, and persons with disabilities; and 6) Advancing digital solutions for electoral processes.
