Mozambique's electoral actors explore risks and opportunities of AI in electoral and democratic processes

Electoral actors worldwide are increasingly using artificial intelligence (AI) and other emerging technologies to strengthen key functions such as voter registration, logistical planning, and public engagement. These tools offer greater efficiency, accessibility, and speed. At the same time, they bring challenges, including digital security, data protection, and institutional accountability.
As part of global discussions led by UNDP and its partners on technology and democratic governance, the UNDP Mozambique project “Enhancing Democracy and Electoral Processes in Mozambique” organized a technical session in November 2025 around the global webinar “Electoral Integrity in the Age of AI: Participation, Power, and Public Trust.” Project staff and technical representatives from the National Electoral Commission (CNE/STAE), Supreme Court, Constitutional Council, and Mozambican Police (PRM) attended the session.
The session provided a platform for Mozambican electoral actors to explore how AI can improve electoral administration while protecting transparency, integrity, and public trust. As a starting point, it aimed to foster internal discussions on the use of AI and emerging technologies at the institutional level, while potentially informing UNDP support if requested by the authorities and aligned with the project’s conditions.
The discussions highlighted that while there is strong interest in implementing AI tools systematically and in a coordinated manner, willingness alone is not sufficient. Participants emphasized the need for careful preparation, robust training, and a meticulous due diligence process to ensure that AI applications are ethical, secure, and aligned with electoral integrity principles.
In addition to UNDP’s financial contribution, the consultation was also supported by the governments of Germany, Canada, Spain, Norway, the United Kingdom, and the European Union.
