Public administration reform: Data exchange platform

Summary:

The project “Upgrading the Single Information System for data exchange among state registers” aims at improving the quality and efficiency of public services, thus contributing to the citizens’ wellbeing, economic development and growth, as well as country’s capacities for the EU accession process. The focus of effort is on further strengthening of interoperability between key electronic state registers to provide faster and cost-effective exchange of information between citizens and the Government.

Objectives:

The general objective of this action is to contribute to sustainable growth and to improve competitiveness through the creation of a more transparent, efficient and service-oriented public administration. The focus of the effort is further enhancement of interoperability between key electronic state registers. Interoperability is ensured through the platform for the exchange of data – Single Information System for the electronic data exchange (SISEDE). Its basic function is to enable communication among the existing systems and faster exchange of information between citizens and officials, enabling provision of services electronically and the automated exchange and use of large amounts of data stored in the state registers.

Activities:

The project activities will include analysis of legal framework and business processes in the institutions responsible for keeping the data registers. This will ultimately result in removal of barriers for further digitalization of administrative processes, and creation and implementation of priority e-services to be provided to citizens via SISEDE. Additional functionality for the SISEDE will be developed, as well as its upgrading in order to enhance further use of this platform. Project will point out to the citizens’ needs for digitalization of public services including measuring the satisfaction levels and it will promote further electronic data exchange among institutions. Recommendations will be issued for the Government in the area of improvement of the quality of administrative data, in line with EU statistical standards and European best practices. In parallel, it will provide capacity building of the National Statistical Institute in the area of using the administrative data sources for the statistical purposes.

Expected results:

In order to simplify public administrative procedures and to boost electronic data exchange among state institutions, the upgrade of SISEDE envisages continuous improvement of the quality of data for statistical purposes within 7 key electronic registers. Enhancing the use of SISEDE will be ensured by connecting additional electronic registers and implementation of new e-services and capacity building for their effective use. The successful exchange of the data among state registers will contribute to improvement of quality, transparency and accessibility of public services. In turn, this will lead to a more business friendly administration, more competitive economy, as well as improvements in trust and economic benefits for the end users of the services.
