Expert Discussion on the Draft National Strategy for Gender Equality 2025–2029

Podgorica, 18 June 2025 – The United Nations Development Programme (UNDP) in Montenegro and the Ministry of Human and Minority Rights hosted an expert discussion on the draft National Strategy for Gender Equality 2025–2029.
The discussion, organized as part of the ongoing public consultation on the draft Strategy, brought together members of the Working Group, representatives of institutions and civil society, as well as gender equality experts. The goal was to exchange opinions and recommendations to help finalize the Strategy.
It was emphasized that achieving gender equality requires ambitious, clear, and strategic institutional action. Existing mechanisms must respond to the growing challenges in ensuring human rights and building a society of equal opportunities in Montenegro. Realistically assessing the current state of gender equality is essential for strategic action. The discussion offered a valuable opportunity to reflect on progress made and reinforce our collective commitment to doing more.
In addition to formal advancements, it is essential to address deeper, structural obstacles that continue to slow the transformation of social norms and institutional practices. The current practice of labeling program budget activities as gender-responsive without a systematic approach highlights the need for stronger integration of gender equality principles. Investing in gender equality policies and knowledge development in this field is a key investment in social development and human capital.
Participants also highlighted the importance of women's networking at all levels to strengthen their societal position. Gender equality was reaffirmed as a matter of justice, and it was stressed that laws must reflect the real situation in Montenegro, which still reveals substantial inequality.
Shared challenges call for coordinated and systemic responses, with institutional strength and political will being crucial for the success of the Strategy. No gender equality strategy can succeed without strong institutional backing and commitment at the political level.
This discussion is part of the project "United for Gender Equality", focused on the implementation of a gender-responsive approach in policymaking, as well as in the development of strategic and legislative frameworks. The project is implemented by UNDP in partnership with the Government of Montenegro and financed by the European Union.
