Understanding Social Tensions in Moldova – 2024

The studies form part of the Social Tensions Monitoring Mechanism (STMM), a research framework developed by the Centre for Sustainable Peace and Democratic Development (SeeD) with UNDP Moldova’s support. The mechanism integrates three components: household surveys, expert community assessments, and digital media monitoring - to detect and understand both current and potential social tensions across Moldova.
- The household survey focuses on people’s perceptions and experiences, exploring key dimensions such as identity and intergroup relations, perceived deprivation and grievances, confidence in institutions, support for reforms, and geopolitical orientations. These dimensions help uncover how societal divides, mistrust, or discontent may evolve into conflict or collective action, providing an evidence-based understanding of public sentiment and social cohesion.
- Complementing this, an expert assessment report analyzes objective conditions at the community level across ten Moldovan localities. Drawing on 94 experts from diverse sectors, it evaluates 17 indicators within welfare, institutional, and intergroup dimensions.
Together, the household survey and expert assessment offer a comprehensive view of Moldova’s social dynamics, combining perception-based and evidence-driven insights to strengthen early warning systems, inform policy responses, and enhance community resilience.
The studies were developed by the Centre for Sustainable Peace and Democratic Development (SeeD) within the Social Tensions Monitoring Mechanism (STMM) for Moldova: Theoretical Framework and Measurement Tool Empirical Pilot Wave, with the support of the “Multidimensional response to emerging human security challenges in Moldova” project, funded by the Government of Japan and implemented by the UNDP Moldova.
