Gender analysis of the energy sector in the Republic of Moldova

The study on gender equality in Moldova’s energy sector examines women’s participation in the energy workforce, the impact of energy costs on households, and access to energy compensation, energy efficiency and renewable energy support. It also assesses how gender equality and social inclusion are reflected in energy policies, institutions and programmes.

The study aims to support Moldova’s transition to an inclusive and sustainable energy system by identifying gender gaps and barriers and formulating practical recommendations to ensure that women and vulnerable groups can participate in and benefit from energy reforms and investments.

The findings show that Moldova has a strong national gender equality framework, but its integration into energy-sector planning and implementation remains limited. Women hold approximately a quarter of jobs in the sector and remain underrepresented in technical roles. Women-headed households face greater financial pressure from energy costs, while information gaps, upfront costs and administrative requirements limit access to longer-term energy solutions.
