Electoral corruption: a fact of life? Study on perceptions and prevalence of exposure to electoral corruption in the Republic of Moldova

The present analysis examines perceptions, attitudes and direct experiences of the population of the Republic of Moldova regarding electoral corruption.
The research addresses a number of questions of public interest: how widespread the phenomenon is perceived to be and which practices are recognised as forms of electoral corruption; who are considered its main actors (representatives of political parties, independent candidates, community members, public officials, employers); the extent to which voters have been directly exposed to electoral corruption or encountered it through their close social networks; the level of trust citizens place in the institutions responsible for organising, conducting and validating electoral processes; the degree of social tolerance towards vote-buying; the extent to which voters are aware of mechanisms for reporting cases of corruption; and whether they believe they can influence the situation through their own civic conduct.
This study was conducted in April 2026 with a sample of 1,101 respondents.
The study was conducted by the Partnership for Development Center, with the support of UNDP Moldova and funded by Norway, Sweden, and Denmark.
