The Republic of Moldova has a digital transformation programme for the energy sector, developed with the support of UNDP and the Government of Italy

Moldova has adopted a digital transformation programme for the energy sector for the years 2026–2030. The document was approved by the Cabinet of Ministers in October 2025 and sets out strategic directions for modernizing energy infrastructure, increasing operational efficiency, and strengthening energy system resilience through digital solutions.
On 14 November 2025, the Ministry of Energy, with the support of UNDP Moldova and the Government of Italy, organized an inter-institutional coordination meeting to discuss the implementation of the programme. The event brought together representatives of public authorities, system operators, regulatory institutions, energy sector companies, development partners, and the business community.
The digital transformation programme for the energy sector and its accompanying action plan were developed by the Ministry of Energy, with the support of UNDP Moldova and the Government of Italy. The document outlines the development of smart grids and improved access to energy data for both consumers and authorities. It also foresees enhanced protection of critical infrastructure through advanced cybersecurity measures, as well as the reduction of energy losses and associated emissions.
The key objectives of the programme include:
- developing a smart and interoperable digital infrastructure, including the implementation of a unified system for identifying each energy consumption point;
- creating a national energy management platform to enable real-time data collection and analysis on energy production and consumption;
- installing 500,000 smart meters by 2030;
- strengthening cybersecurity capacities by introducing modern systems for rapid detection and response to cyber threats;
- enabling the integration of up to 600 MW of renewable energy capacity and reducing peak-hour energy consumption by at least 20% through digital demand-side management;
- facilitating the transition to green energy and decarbonization through inclusive digital solutions.
"Technology, economy, and sustainability come together through energy digitalization. Without a digitalized energy system, neither the National Energy and Climate Plan nor the Green Deal can be implemented and the objectives set out in these documents cannot be achieved," stated Cristina Pereteatcu, State Secretary at the Ministry of Energy, responsible for the digitalization of the sector.
"The digital transformation programme for the energy sector for the years 2026–2030, developed with UNDP and Italy support, sets a coherent vision for a digitally enabled, resilient, and consumer-oriented energy system. Digitalization is no longer an add-on: it is the very backbone of an energy system 'fit for the future'. This means reliability, cybersecurity, transparency and a more flexible, consumer-responsive grid. We and partners remain fully committed to supporting the piloting and scaling up of the smart metering infrastructure", said Seher Ariner, UNDP Deputy Resident Representative to the Republic of Moldova.
Italy and UNDP are supporting the Ministry of Energy in developing the smart metering infrastructure. This involves a complex system that integrates advanced technologies and equipment for measuring, automatically transmitting, and managing energy consumption.
Till now, with the support of UNDP and the Government of Italy, 44,520 smart meters have been installed for consumers in the northern and central-southern distribution areas. By 2027, the number of installed smart devices is expected to exceed 100,000 electricity consumers.
