The “e-Zilier” platform, developed with the support of Italy and UNDP, ensures the electronic recording of seasonal work

Thousands of people engaged in seasonal activities in the Republic of Moldova will benefit from a simple and transparent work registration process thanks to the “e-Zilier” platform, developed to digitalize the record-keeping of day laborers and reduce the administrative burden for service beneficiaries.
The platform is managed by the Ministry of Labour and Social Protection and the Ministry of Agriculture and Food Industry and was developed with the support of the United Nations Development Programme (UNDP) and the Government of Italy, in partnership with the International Labour Organization (ILO) and the Government of Switzerland.
“Through the e-Zilier platform, we provide both employers and workers with a simple, transparent, and secure mechanism for registering work activities. Every working day and every payment will be recorded electronically, helping to protect workers’ rights. The launch of this platform supports the objective of reducing the informal economy and simplifies the remuneration and record-keeping process for employers, while offering greater transparency and social protection for day laborers,” stated Natalia Plugaru, Minister of Labour and Social Protection.
“Through this digital solution, we aim to bring greater clarity and less bureaucracy to the management of casual agricultural work. The platform does not introduce new taxes or complicate farmers’ activities. We are moving from paper-based registers to digital records so that farmers can spend less time on paperwork and focus more on fieldwork. At the same time, we want the work performed by day laborers to be officially recognized and recorded. Over time, the days worked will count toward contribution periods and social benefits, including pensions. The platform should be viewed as an investment in the security and future of people engaged in seasonal agricultural work,” said Ludmila Catlabuga, Minister of Agriculture and Food Industry.
Starting from 1 June 2026, the activity of day laborers can be registered electronically through the government platform zilieri.gov.md. The registration process requires the use of an electronic signature for authentication by the employers. Soon, the platform will also include a verification mechanism for day laborers themselves. By accessing the platform, they will be able to obtain confirmation of the work performed and the remuneration paid, and, through the formalization of their work, they will ensure the recording of their contribution period and pension rights.
The digitalization of the day laborer record-keeping mechanism eliminates paper registers and monthly reporting to competent authorities, which become automated and can be accessed directly through the platform.
Until now, seasonal work records were kept through day laborer registers, in a time-consuming process. According to data from the Ministry of Labour and Social Protection, although the number of declared day laborers increased from 6,687 in 2023 to 10,425 in 2025, part of seasonal work remains outside the official system.
Thus, the launch of the platform supports the objective of reducing the informal economy and simplifies the remuneration and record-keeping process for employers, providing greater transparency and social protection for day laborers. Each working day and each payment will be recorded and can be verified electronically. For employers who use day labor, the platform reduces the time and resources needed to manage their records. At the same time, the platform will also facilitate monitoring of compliance with labor legislation by the State Labour Inspectorate, which will have real-time access to data on the records of day laborers.
“The development of the e-Zilier platform is part of UNDP and its Italian partners’ efforts to advance digital transformation and modernize public services in the Republic of Moldova. The platform contributes to a more transparent, accessible and inclusive labour market,” said Daniela Gasparikova, UNDP Resident Representative to the Republic of Moldova.
The platform also includes guidance materials for users to facilitate the transition to the digital system.
At the same time, the “e-Zilier” platform is integrated into the eSocial module and is part of the digitalization and modernization efforts of the Ministry of Labour and Social Protection services. UNDP and the Government of Italy support the development of the eSocial platform, a one-stop shop through which social protection services will become more accessible to people in need.
Additionally, thanks to the financial contribution of the Government of Italy, two regional social service centers will be renovated and equipped based on a modern one-stop-shop model for social service delivery, integrating energy-efficient technologies and beneficiary-centered design principles. The intervention will contribute to reducing administrative costs, improving service quality, and ensuring accessibility for all population groups, including persons with disabilities.
