UNDP supports Seychelles to strengthen audit capacity through the third Tax Inspectors Without Borders Programme

This initiative marks an important milestone in Seychelles’ efforts to strengthen domestic resource mobilization.

This launch reflects a strong, growing, and maturing partnership between UNDP and the Seychelles Revenue Commission, with support from the TIWB Secretariat, OECD and the Egyptian Tax Administration.

The United Nations Development Programme (UNDP) Mauritius and Seychelles welcomes the launch of the third Tax Inspectors Without Borders (TIWB) programme in Seychelles, implemented in partnership with the Seychelles Revenue Commission (SRC) and the Organisation for Economic Co-operation and Development (OECD). The initiative is being delivered through the TIWB Secretariat, with support from the Egyptian Tax Authority as the partner expert institution for this initiative.

The one-year programme, launched on 07 April 2026, marks an important milestone in Seychelles’ efforts to strengthen domestic resource mobilization and build advanced technical capacity in transfer pricing audits, with a specific focus on increasingly complex cases within the financial sector. Through hands-on technical assistance, the initiative aims to enhance the Seychelles Revenue Commission’s (SRC) audit effectiveness, improve taxpayer compliance, and safeguard domestic revenues that are critical for financing sustainable development priorities.

Two tax experts from the Egyptian Tax Authority are also currently in Seychelles to provide technical know-how, support knowledge transfer, and share best practices in transfer pricing audits. Their participation underscores the importance of South–South cooperation, with expertise being shared across countries facing similar development challenges.

 

During the hybrid launch, Mr. Ben Dickinson, Deputy Director of the Centre of Tax Policy and Administration at the OECD, underlined the initiative’s commitment to strengthening tax administrations technical skills: “Robust technical expertise in international taxation and transfer pricing is critical, as it equips audit teams to identify high-risk transactions, enhance audit effectiveness, and safeguard countries’ rightful revenues.

The SRC’s Commissioner General, Ms. Varsha Singh emphasized that “this partnership is central to our strategy to boost domestic resource mobilization. By refining our expertise in audit, we are contributing to national development while fostering a culture of fair tax compliance.

Ms. Sujitha Sekharan, UNDP Officer in Charge, highlighted that “through the Tax Inspectors Without Borders initiative, UNDP is proud to support the Seychelles Revenue Commission to strengthen national capacity to address complex tax issues, while reinforcing transparency, compliance and sustainable public finance management.”

The launch of this third TIWB engagement builds on the steady progress made since Seychelles first joined the initiative in 2021. This programme is part of a longer-term partnership to support institutional capacity, compliance, and sustainable revenue mobilization, while improving Seychelles' ability to finance its own development – transparently and effectively.
