UNDP Mauritius Concludes Mid-Term Review Consultations on Country Programme 2024-2028

The United Nations Development Programme (UNDP) Mauritius has concluded a week-long series of Mid-Term Review (MTR) consultations for its 2024-2028 Country Programme Document (CPD), bringing together government institutions, development partners, civil society organisations, academia, implementing partners, private sector representatives and United Nations entities to reflect on progress achieved and identify priorities for the years ahead. The consultations, held from 17 to 21 August 2026, form an important component of the broader Mid-Term Review process of the Country Programme.
This week’s consultations were designed to assess the continued relevance of the Country Programme in light of evolving national priorities and emerging development challenges, while helping to identify opportunities to maximise impact and accelerate results through 2028. The exercise also included a technical review of the Results and Resources Framework (RRF), Resource Mobilisation Target (RMT), Evaluation Plan, and Partnership and Communications Action Plan (PCAP).
The consultation process was led by a peer review team comprising Ms Njeri Kamau, RBM Advisor and Mission Lead; Ms Sakinah Morris, Programme Specialist with the Country Oversight and Support Team (COST); Mr Francis Mbilima, Programme Specialist with COST; and Ms Safiatou Sow, UNDP Women Fellow. Working closely with the UNDP Mauritius and Seychelles Multi-Country Office, the team gathered perspectives from a broad range of stakeholders on programme achievements, challenges and emerging priorities.
Engaging Stakeholders Across Sectors
Throughout the week, the peer review team engaged key national and international partners to assess progress and identify priorities for the remainder of the programme cycle. Consultations with the Ministry of Foreign Affairs, Regional Integration and International Trade focused on UNDP's strategic positioning, national priorities and the partnership between Mauritius and UNDP. Discussions with the Ministry of Finance examined the development financing landscape and the alignment of the Country Programme with national development plans and priorities.
Dedicated stakeholder consultations were organised around the two outcomes of the Country Programme: Socio-Economic Transformation and Environmental Sustainability and Resilience. Government counterparts, implementing partners, responsible parties, civil society organisations, academia and private sector representatives reviewed achievements to date, discussed implementation challenges and identified emerging priorities for the final years of programme implementation.
The review team also consulted the United Nations Resident Coordinator's Office, the UN Programme Management Team and the UN Monitoring and Evaluation Group to assess alignment between the Country Programme and broader UN cooperation frameworks. A dedicated consultation with development partners explored UNDP's key results and achievements, future priorities, and opportunities for strengthened partnerships and resource mobilisation.
The insights gathered during this week of consultations will contribute to the broader Mid-Term Review process of the 2024-2028 CPD and inform recommendations that will be further discussed and validated with stakeholders in subsequent stages of the review.
