The Digital Strategy Alignment workshop served as a platform for around 80 stakeholders to engage in a series of discussions, deep dives, and technical working sessions to unpack the various pillars and enablers of the Blueprint, guided by experts from UNDP and the Ministry of ITCI.
On 28 May 2025, a Digital Strategy Alignment Workshop was organised by the United Nations Development Programme in Mauritius, in collaboration with the Ministry of Information Technology, Communications and Innovation. The workshop brought together around 80 representatives from various Ministries, civil society, private sector and academia, all operating within the digital and ICT sectors. The session focused on examining the recently launched Digital Transformation Blueprint, and exploring how its implementation can help advance Mauritius’ inclusive, sustainable, and people-centered digital development.
Putting people at the centre of digital transformation.
In an era defined by unprecedented technological advancement and mounting global challenges, digital transformation has emerged as a vital lever for resilience, equity, and prosperity—especially for Small Island Developing States (SIDS) like Mauritius.
The recently launched Digital Transformation Blueprint for Mauritius (2025-2029), supported by UNDP, sets out a clear roadmap for digital transformation in the country. It focuses on four key pillars: building a state-of-the-art info-structure to modernize public service delivery; Empowering citizens by building digital skills for all; driving innovation & private sector growth to support entrepreneurs and start-up ecosystems; and building a sustainable and resilient digital future through climate conscious technologies and eco-friendly digital practices.

Supporting Inclusive and Resilient digital ecosystems
The UNDP Chief Digital Office (CDO) is working with the Country Office to support Mauritius in tracking its digital transformation progress, and to create inclusive and resilient digital ecosystems. The Digital Readiness Assessment (DRA) was carried out, aiming to establish a snapshot of the country’s digital landscape, identify strengths, gaps and opportunities for digital transformation and propose actionable recommendations to guide Mauritius’ digital progress. This was achieved through consultations and engagement with public sector, private sector actors, civil society and academia.
During the workshop, an expert from UNDP’s Chief Office presented ‘UNDP’s digital landscape for Mauritius’ Blueprint, which includes prioritizing strategic interventions, establishing clear and measurable targets; designing a targeted roadmap; and monitoring the progress. Participants were able to engage in comprehensive assessments and stakeholder consultations, to map priorities, existing challenges, opportunities, and readiness for digital transformation. They also discussed the main findings from the preliminary results of the survey, focusing on connectivity, government, regulation, people, economy and the digital public infrastructure.
Building on these results, the UNDP will provide support to help develop an Implementable Roadmap for the Strategy. This phased approach will ensure that assessment and analysis is integrated, and that recommendations and interventions are actionable.
A Matter of Choice: People and Possibilities in the Age of AI.
This workshop was also an opportunity to share some key findings from the latest Human Development Report, which explores the opportunities and challenged caused by digital transformation and emerging technologies like artificial intelligence. The 2025 HDR examines what distinguishes this new era of AI from previous digital transformations and what those differences could mean for human development.
