Project Overview

This project strengthens Lebanon’s climate action framework and its capacity to both mitigate and adapt to climate change impacts. This is achieved through the preparation and submission of Lebanon’s Nationally Determined Contribution (NDC) to the Paris Agreement, enhancing institutional capacities, improving the availability and quality of climate information, and providing practical tools to key public and private institutions to support evidence-based planning. The initiative also develops the foundations for an NDC Implementation Plan and Financial Strategy, enabling the mobilization of climate investment and ensuring alignment with the Long Term – Low Emission Development Strategies ( LT-LEDS), National Adaptation Plan (NAP), and Biennial Transparency Report (BTR)  processes.

Project Objective

  • Develop NDC 3.0 in alignment with the Long-Term Low Emissions Development Strategy (LT-LEDS), the National Adaptation Plan (NAP), National Biodiversity Strategy and Action Plan (NBSAP), and the Sustainable Development Goals (SDGs).
  • Develop a robust climate finance and investment strategy to support the implementation of the updated NDC3.0.
  • Identify and prioritize a pipeline of bankable, climate-oriented projects to attract private sector investment.
  • Develop a Climate Change Law to institutionalize climate governance and support the implementation of Lebanon’s NDC 3.0.
     

Achievements & Key Figures

  • Submitted Lebanon’s National Determined Contribution 3 (NDC 3.0) to the UNFCCC on Sept.30, 2025.
  • Disseminated NDC 3.0 with 280 (55% women) attendees including prime minister, 8 ministers and 36 media outlets.
  • Developed NDC’s implementation plan, financial strategy, and communication plan launched.
  • Disseminated NDC 3.0 at COP30.
  • Drafted Lebanon’s Climate Change Framework Law. 
     

GESI Component (Gender Equality and Social Inclusion)

The project is classified with a GEN 2 gender marker, reflecting its significant focus on gender equality. It promotes gender-responsive governance by collaborating with the National Commission for Lebanese Women (NCLW) and UNWOMEN to ensure that the NDC and broader climate governance frameworks are inclusive and responsive to the needs of both men and women. The project ensures equitable participation by maintaining a 40–60% representation of women and men across all events, including technical workshops and consultations. It actively engages youth through focus groups and workshops to embed the perspectives of younger generations into long-term climate planning, while also prioritizing the inclusion of local communities, civil society, and other vulnerable groups to ensure that climate strategies leave no one behind.
