Building Resilience through Human Mobility: The changing landscape of migration and displacement in Latin America and the Caribbean

UNDP promotes comprehensive management of human mobility that addresses both the adverse factors that drive irregular migration and forced displacement, as well as the needs of people on the move, including internally displaced persons, refugees, returnees, and other migrants, and their communities of origin, transit, and reception. In that sense, UNDP’s Strategic Plan 2026–2029 considers as one of its key outputs provide integrated development solutions to support displaced/migrant people and host communities, reducing long-term reliance on humanitarian assistance and addressing the drivers of displacement/migration. For Latin America and the Caribbean this output has been integrated in the UNDP Regional Programme (2026 to 2029) through the objective
of support countries in strengthening governance responses to human mobility and forced displacement, facilitating cooperation and institutional adaptation in the context of rising migration, displacement, and forced-return.

These actions include supporting national and local governments in integrating responses to the challenges of human mobility into development planning and promoting more effective governance. Through local action, it is possible to design strategies adapted to the specific context of each territory, promoting the socioeconomic integration of displaced persons and strengthening the resilience of host communities. Additionally, the impact of local action is strengthened when complemented by a subregional approach involving multiple countries. Collaboration between local governments in different countries allows for a more coordinated response that is adapted to the realities of each territory.
