UNDP Digital Guides:

Thematic Tools to Integrate Technology

into Sustainable Development

PROJECT OWNER: UNDP – NY, United States

The UNDP Digital Guides are a key resource aimed at strengthening the design and implementation of digital-focused projects across all thematic areas of the UNDP mandate. These guides were developed through a collaboration between the Global Policy Network and the Chief Digital Office, with the goal of providing practical guidance and applied strategies for incorporating digital technologies into development programming in alignment with the Sustainable Development Goals.

Structured in a modular format, the guides address the impact and transformative potential of digitalization across the six UNDP Signature Solutions: poverty, governance, resilience, environment, energy, and gender equality. Each guide explores specific technological opportunities to enhance the reach, effectiveness, and inclusiveness of development interventions, while also highlighting associated risks and offering mitigation recommendations. The topics range from strengthening public services and digital social protection, to climate resilience, open governance, and financial inclusion.

These are not generic documents, but practical instruments that incorporate real-world case studies, technical evidence, digital planning tools, and context-specific implementation strategies. They are geared toward project teams, policy makers, and field actors who need to translate digital transformation principles into concrete, responsible, and sustainable actions. Additionally, they shed light on the use of digital public goods, open regulatory frameworks, interoperability standards, and rights-based digital governance models.

Collectively, the UNDP Digital Guides promote a cross-cutting and intersectoral approach to the digital transformation of development. Their aim is not simply to digitalize existing interventions but to rethink how technology can act as a catalyst for systemic change, institutional innovation, and citizen empowerment. They are an invitation to adopt proactive, informed digital leadership that is committed to a global agenda of equity, resilience, and sustainability.

Through these guides, UNDP reaffirms its role as a facilitator of inclusive digital development, providing its partners and technical teams with a clear compass to navigate the complexities of a rapidly evolving technological world.
