A people-centered public institution places individuals at the center of its development efforts. It requires the capacity to view its government services from the users' perspective. However, public institutions often are entrenched in complex bureaucratic structures, responsibility for service delivery is fragmented across departments, and it is easy to lose sight of the people, businesses, and organizations being served. Furthermore, change in government institutions is often slow and difficult to implement.  


 

The Institutional Production Profile (IPP) is a way of analyzing how a public institution functions from the perspective of its users. It is a collaborative methodology based on the concept of the public value chain. The analysis uses relational databases with a visualization tool to see key services, costs, productivity, and opportunities for improvement. The PPI includes a platform to follow up on recommendations to improve services along the transformation roadmap. 

The UNDP-SIGOB regional project provides a digital platform and a collaborative implementation service.
