Governments face rising citizen expectations while facing fiscal constraints, political turbulence, and coordination difficulties. Even in the best of times, governments find it difficult to translate strategies into reality; in difficult times, governments need to do more, more visibly, more quickly, and with the resources available. 


 

GOALS is a results-based management mechanism for implementing government plans, development plans, strategies, and complex policies. It was developed with deep knowledge of how government institutions work. The purpose of the system is to support the implementation of a complex program among the offices, agencies, and ministries that contribute to achieving the program's objectives. GOALS brings together methodologies for programming by milestone and for articulating delivery networks, a digital platform for real-time information sharing, executive dashboards for progress monitoring, and a management approach based on solving the problems that impede the progress of priority projects. 

UNDP-SIGOB regional project provides the digital platform and the service to implement the management mechanism. A project usually includes facilitation of working sessions, parameterization of the digital platform, training of government officials, development of dashboards and protocols for interoperability with existing databases, and accompaniment to ensure the sustainability of the results-based management mechanism.
