One of the basic problems in an executive office in the public sector is coordinating large teams dispersed in numerous agencies in highly dynamic contexts. Developing a "crisis mode" culture is common in these coordination spaces; it works for the urgent but neglects the priorities and commitments that give political sustainability to a government authority. Hence Drucker's famous phrase, "culture eats strategy for breakfast."


 

UNDP-SIGOB has two tools that use digital technologies to address this problem. CUMPLE is a rapid implementation platform that streamlines the management of tasks requiring immediate attention with real-time progress tracking. This platform helps ensure that an authority's instructions do not "fall on deaf ears." The AGENDA Management Center is a more complex solution that improves the strategic use of time, the preparation of activities, and the follow-up of instructions from a government authority. This approach facilitates dynamic and adaptive management, ensuring a balance between crisis response and strategic planning to ensure timely responses to emerging issues and maintain focus on meeting the government's central goals and objectives.

The UNDP-SIGOB regional project provides the digital platform and the implementation service of the management mechanism.
