UNDP and USAID supports the Digital Transformation of the People’s Assembly System in Lao PDR

June 2, 2024

As digital technologies continue to evolve, so too must governance institutions. Digital technology can have a transformative effect in making representative assemblies more connected, effective, transparent, accountable and accessible. Assemblies that harness the power of the new digital tools can engage those they represent in ways that were hard to imagine in the past.

Established in 2015, the 18 Provincial People’s Assemblies are young and diverse institutions that are beginning a journey of digital transformation. From 20 – 21 May 2024, an Innovation Conference brought knowledge and talent from international and national experts, the National Assembly and 18 Provincial People’s Assemblies to connect and exchange on digital innovations and best practices. It is the first of a series of events bringing together senior officials to learn ICT innovations and exchange knowledge and expertise on the use of ICT. For the Assemblies in Laos, such exchanges are important elements of becoming more effective, responsive, and resilient institutions.

Digitization and the adoption of new technology is essential to fulfill the role and mandate of the People’s Assemblies. It provides us the means to engage in consultation with the public, inform on decisions made by Assembly Members and ultimately improve policy and legislation. ” - Mr. Bountien LATBUASY], Deputy Secretary General of Sekong PPA, attended the 2024 Innovation Conference in Vientiane Capital, 20 – 21 May 2024.

“Throughout history, technological revolutions have driven human progress. Today, digital transformation is a critical enabler to improve governance outcomes for the public and support progress towards the achievement of the Sustainable Development Goals. UNDP stands ready to support you in this journey” – Ms. Martine Therèr, Resident Representative, United Nations Development Programme Lao PDR.

The Innovation Conference organized by the Strengthening Capacity and Effectiveness of the People’s Assembly System in Laos (STEPS Project) under UNDP Lao PDR and the National Assembly, is made possible with the financial support of the United States Agency for International Development (USAID).
