This publication presents a comprehensive assessment of the readiness of Kazakhstan’s market and regulatory environment to adopt the IFRS S1 and S2 Sustainability Disclosure Standards.


Developed by UNDP with support from the European Union under the Sustainable Finance Advisory Hub and the Global Gateway initiative, the report analyzes the alignment of national frameworks with international sustainability disclosure requirements, evaluates the preparedness of the corporate sector, and reviews global implementation practices.


The study examines key regulatory and methodological documents, assesses ESG reporting practices across major industries, and identifies gaps in governance, strategy, risk management, and metrics. It finds that Kazakhstan has made important progress, particularly in corporate governance and risk management, but requires further development in quantitative disclosures, climate-related data, and strategic integration of sustainability factors.


The report provides practical recommendations to support policymakers, regulators, and businesses in advancing toward standardized, transparent, and internationally comparable sustainability reporting, contributing to improved investment attractiveness and integration into global capital markets.
