National Preventive Mechanism against Torture and Ill-treatment

The National Preventive Mechanism (NPM) against torture and cruel treatment functions in Kazakhstan under coordination of the Human Rights Commissioner. NPM consists of civil society representatives that visit detention places with its regional groups. These places with the  restricted communication  include correctional institutions, pre-trial detention centers of the Ministry of Internal Affairs and the National Security Service, police departments, special reception centers, allocation centers, juvenile adaptation centers, orphanages, special educational and health institutions, as well as organizations that provide special social services. NPM participants work to collect evidence information and submit reports with recommendations for improved treatment to the authorized government agencies. UNDP in partnership with the National Human Rights Center targets the implementation of the UN developed SDGs (SDG#16) and institutional strengthening of NPM and enhancing capacity of NPM participants to protect human and civil rights of people in detention places.
