Encouraging dialogue between local authorities and Civil Society Organizations in Iraq

Creating a new platform for dialogue between local authorities and Civil Society Organizations in Iraq is a key element to strengthening communication and trust between citizens and decision-makers. 

Facilitating strategic dialogue between Civil Society Organizations and local authorities plays a fundamental role in building sustainable relationships, and supporting local authorities to implement services required, based on the needs and preferences of citizens, as amplified by Civil Society Organizations.    

Accordingly, UNDP Iraq held three sessions, funded by the European Union from 22 – 27 September 2022, targeting 75 local authorities from local directorates including NGOs, health, education, and parliamentary CSO committee representatives, and governor’s office representatives from nine governorates. The sessions focused on the facilitation of dialogue with Civil Society Organizations.  Representatives attended from nine governorates across Iraq, including Basra, Thi-Qar, Missan, Erbil, Dohuk, Sulimaniyah, Ninewah, Anbar and Salah Al-Din.

The workshops set the ground for transparent discussions with representatives of local authorities including identifying key obstacles, challenges and needs to strengthen strategic dialogue based on legal requirements in Iraq. During the workshops, Strategic Dialogue Protocol and elements of the Local Governance Index were introduced, informing key discussions.

"We recognize the role of civil society in Iraq today, and that is why we acknowledge the necessity for dialogue," Omar Lahibi, Manager of DNGO Affairs in Anbar, and session participant.  

"There is no doubt that our laws and regulations are dedicated to helping the civil society sector and not to impede them," Ashraf Al-Dahan, General Director of Non-Governmental Organizations Directorate, Council of Ministers, and session participant.

"I know countries that were greatly influenced by Civil Society Organizations, and that is why I believe with our support, the same can be done in Iraq," Nasik Mahdi, member of Iraqi parliament, and session participant.

"Civil Society Organizations help us reach society and begin real attempts to fill the gap between the government and the people," Intisar Fauzi, Head of Women Empowerment Department in Anbar, and session participant.

The workshop concluded with a set of recommendations that will inform an action plan for implementing a fruitful strategic dialogue between local authorities and Civil Society Organizations.
