The Green Growth Framework for Iraq provides a comprehensive national roadmap to support Iraq’s transition toward a sustainable, inclusive, and low-carbon development model, intersecting challenges related to water scarcity, land degradation, energy security, demographic pressures, and economic dependence on fossil fuels. Developed with support from UNDP, the Framework aligns with Iraq Vision 2030, the National Development Plan (2024–2028), the updated Nationally Determined Contribution, the Climate Investment Plan, and Iraq’s international commitments under the Paris Agreement and the Sustainable Development Goals. It articulates a long-term vision for a climate-resilient, resource-efficient, and innovative Iraq, while ensuring that economic growth advances environmental protection and social equity.
Structured around four transformational pillars—enabling policies and governance, green investment and climate finance, integrated institutions, and capacity development and innovation—the Framework translates strategic ambition into practical pathways across priority sectors such as energy, water, agriculture, cities, transport, and human capital. It places strong emphasis on a just transition, ensuring that youth, women, farmers, and conflict-affected communities are at the center of the green transformation. Through circular economy principles, nature-based solutions, and strengthened public-private collaboration, the Green Growth Framework positions the Government of Iraq to mobilize climate finance, generate green jobs, reduce emissions, and build long-term resilience—setting the foundation for a prosperous and environmentally secure future by 2050.
