Funding Facility for Stabilization - 2025 Quarter Two Report

November 11, 2025

Restoring Vital Services and Strengthening Social Cohesion – Q2 2025

As Iraq continues its recovery from the ISIL conflict, the UNDP Funding Facility for Stabilization (FFS) — in partnership with the Government of Iraq and international donors — remains a driving force behind the restoration of essential services and infrastructure in Anbar, Ninewa, Salah al-Din, Kirkuk, and Diyala.

In Q2 2025, FFS completed nine new infrastructure projects, bringing the total to 3,445 and surpassing its original target. Key achievements include the rehabilitation of the Western Desert Water Pumping Station in Anbar, upgrades at Fallujah Teaching Hospital and Tikrit University’s Dentistry College, installation of medical and vocational training equipment in Diyala and Salah al-Din, elevators for disabled access at Mosul University, and a new oxygen plant at Hawija Hospital.

UNDP also advanced capacity-building plans to train hundreds of government officials across five governorates, ensuring sustainable management of restored infrastructure.

Under its social cohesion efforts, UNDP convened a two-day consultation in Duhok with the National Committee to Combat Violent Extremism and deputy governors from across Iraq. The meeting strengthened coordination and community engagement in preventing violent extremism (PVE) and set new priorities for the second half of 2025 — including expanding local initiatives and using sports and arts for peacebuilding.
