This publication examines how gender equality considerations are reflected in Guinea-Bissau’s public budgeting framework, with particular attention to the 2026 General State Budget. It identifies areas of progress, persistent gaps and opportunities to strengthen the responsiveness of public finance to the different needs and realities of women and men.
 

Prepared within the framework of the Pro PALOP-TL Phase III Programme, the analysis looks at the relationship between national development priorities, gender equality commitments and budgetary decisions. It also reviews budget trends over time, assesses key entry points for gender mainstreaming and highlights practices and recommendations that can contribute to more inclusive, transparent and accountable public financial management.
 

The findings aim to support national dialogue and future budget preparation, including discussions on the 2027 General State Budget, while encouraging a more systematic integration of gender equality across planning, resource allocation and public finance processes in Guinea-Bissau.
