A Collaborative Effort to Combat Corruption
Strengthening Governance in Guinea-Bissau's Health Sector

Between 30 September and 2 October 2024, the UNDP and Health Governance International (HGI) hosted a transformative workshop in Bissau on managing corruption risks in the health sector. This inaugural training brought together 29 government officials, laying the groundwork for a structured and strategic approach to combating corruption and promoting governance within Guinea-Bissau's health system.
Building on this momentum, a second edition of the seminar commenced on 25 November 2024, targeting 22 members of the Ministry of Public Health's (MINSAP) Follow-up, Control, and Support Cell. Held at the Hotel Dunia in Bissau, the two-day event revolved around the theme: "Modern Methodologies to Prevent Corruption, Improve Information Availability, and Create Alliances for Impact in the Health Sector."
A Vision for Reform

Organised with the support of the UNDP, renowned for its commitment to good governance and sustainable development, the seminar began with remarks from Mr. Carlos Dinis, UNDP's Deputy Representative, and Mr. Pedro Tipote, Guinea-Bissau’s Minister of Health. Mr. Dinis acknowledged the attendees' dedication, reiterating UNDP's unwavering support for MINSAP’s mission to foster transparency, accountability, and efficiency across the health sector. “Our goal is to strengthen capacities, eliminate waste, and redirect resources towards improving public health services, ensuring equitable healthcare access for all citizens,” he emphasized.
Minister Tipote expressed gratitude for UNDP’s long-standing collaboration, challenging participants to critically assess the impact of international support and grants. "While health facilities still face significant challenges," he noted, "this training equips us with tools to make informed decisions and improve outcomes in the health sector."
A Participatory Approach to Tackling Corruption
The seminar adopted HGI’s Dialogue Circle methodology, an inclusive and participatory approach designed to build trust, encourage open discussions, and foster collective problem-solving. Tackling corruption—a sensitive and pervasive issue—required innovative strategies. Participants reflected on how misuse of power for personal gain undermines public trust and identified concrete measures to enhance accountability and reduce impunity.
Through case studies, interactive discussions, and real-world applications, the seminar explored the ethical responsibilities of health sector professionals. Managers and administrators deliberated on strengthening decision-making processes, prioritizing transparency, and ensuring resources serve their intended purpose.
Transformative Outcomes
Among the attendees, Sabino Gomes Junior emerged inspired, feeling newly empowered to address the systemic challenges plaguing Guinea-Bissau's health sector. Gendilson da Luz found the methodologies eye-opening. “This training is not just theoretical—it’s practical. If I’d had this knowledge during my time at PIMIIII, I could have better mitigated corruption risks and improved governance,” he remarked.
The exchange of experiences highlighted the power of collaboration. Participants recognized that addressing entrenched corruption requires unified efforts, data-driven strategies, and a shared commitment to reform.
A Catalyst for Change
This seminar stood out for its relevance and its inclusive, solutions-oriented approach. By engaging diverse stakeholders in constructive dialogue, it underscored the need for integrated, evidence-based efforts to tackle complex problems.
The event was not merely a training—it was a call to action, a foundation for a sustained commitment to integrity and equity in health sector management. As participants left with actionable insights and renewed resolve, the seminar marked a critical step toward a more transparent, efficient, and impactful health system in Guinea-Bissau—one that serves the people it exists to protect.
The UNDP project “Promoting Transparency and Accountability in Governance to Prevent Corruption and Build Peace” started in November 2022 with funding from the Government of Japan to support Guinea-Bissau in its fight against corruption. This project aims at supporting and resourcing the implementation of the National Anti-Corruption Strategy of the Republic of Guinea-Bissau by enhancing the capacities of State and non-State actors, including CSOs, to combat and prevent corruption. The health sector has been selected by the Government of GNB and the Project as a priority sector. This story is just the beginning of Guinea-Bissau’s journey toward a more transparent, accountable, and efficient health sector.
