Opening Remarks by the UNDP Resident Representative at the M&E AND HACT Workshop with Implementing Partners

I would like to welcome you to this important workshop on the Results-Based Management (RBM) approach to monitoring, reporting, and evaluation, as well as the Harmonized Approach to Cash Transfers (HACT) framework organised by UNDP. The training provides us the opportunity to bring together our implementing partners from the government and civil society to once again reflect on how we manage, spend and report on resources UNDP advances towards achieving our shared objectives. The results-based management and HACT are tools not only essential for effective programme delivery but also critical in ensuring accountability, transparency, and sound financial management across all our joint initiatives. Providing opportunities for our implementing partners to improve their capacity in these areas has always been an important priority for UNDP. I would like to therefore, acknowledge your role in implementing UNDP funded initiatives and more so, your commitment to enhancing your capacity by joining the 2-day training workshop.  At UNDP, our work is driven by a strong commitment to delivering impactful and sustainable development results for the people we serve. In The Gambia, we are guided by the Country Programme Document (CPD), which is anchored on the Sustainable Development Goals and the UN Sustainable Development Cooperation Framework. Additionally, we ensure that all that we do is informed by and aligned with the Recovery Focused National Development Plan (“YIRIWAA)” and compliant with our policies that call us to be accountable both programmatically and financially to the people of The Gambia and our donors.Monitoring and Evaluation (M&E) are fundamental to the success of UNDP projects. Through effective M&E, we can track our progress, identify challenges, and make data-driven decisions that enhance the impact of our initiatives, contributing to sustainable development. In addition, the HACT framework, which ensures financial accountability, risk management, and operational efficiency of UNDP’s implementing partners, is critical in ensuring the success of our programmes. It is essential for partners to fully understand the HACT and implement recommendations arising from the exercise. In today’s constraining development financing landscape, which demands increased efficiency, transparency, accountability, and reporting on results, has become more critical than ever. Donors, governments, and the communities we serve are increasingly focused on how development investments translate into tangible outcomes.  Consequently, the partners must have the infrastructure, systems, and procedures to request, disburse, and report on funds entrusted to them, which is a shared responsibility. Today’s training will focus on aligning our monitoring, reporting and HACT mechanisms with the UNDP Country Programme Results Framework and Policies. We will explore methodologies for data collection and analysis, best practices in results reporting, and implementing HACT recommendations. This alignment is crucial as it ensures our interventions strategically contribute to the broader national priorities and the SDGs, fostering a more coherent and effective approach to development. Also, the workshop will provide guidance on effectively communicating our results through various platforms, such as narrative storytelling, social media, and community engagement, to ensure that the impact of our work is visible and accessible to a broad range of audiences and stakeholders. Your presence today demonstrates the cordial partnership aimed at continuously learning and improving, which is essential to our shared success. I hope that you can actively participate, engage and share your experience candidly but respectfully. It is through the sharing of knowledge and best practices that we can reinforce our collective efforts to achieve our development goals.  I encourage everyone to actively participate in the discussions, ask questions, and share experiences. By the end of this session, I am confident that you will have a deeper understanding of how to apply these concepts to drive transformative change.
