Horizon Scan Report

The Horizon Scanning report presents the results of a regional foresight process led by UNDP Istanbul Regional Hub (IRH), capturing emerging signals and trends that are shaping the future of development across the Europe and Central Asia region. Drawing on diverse inputs from professionals from UNDP offices and IRH, expert consultations, and regional scanning efforts, the report highlights early signs of change, ranging from shifting demographics and labor force dynamics to technological disruption, environmental stress, and evolving geopolitical landscapes. As the first regional report of its kind, it marks an important step in UNDP’s ongoing effort to build anticipatory capabilities among UN actors and broader development stakeholders in the region. It provides a forward-looking analysis designed to support strategic thinking and adaptive policymaking. The insights in this report aim to inform UNDP programming and broader development dialogue by identifying potential risks and opportunities that may define the region’s trajectory in the years ahead.
