The Evaluation Framework for Government Training Institutions (EF-GTI) introduces a results-oriented, evidence-based system to assess and strengthen Bangladesh’s public-sector training institutes. Piloted across five apex institutions, it finds solid performance in infrastructure and training delivery but persistent gaps in outcome measurement, research, and learning impact, and recommends competency-based training, stronger MEL systems, faculty development, and phased system-wide reforms to modernize the civil service and improve service delivery
