UNDP, UNODC and EU Launch a New Regional Initiative to Prevent Violent Extremism Online in Asia

The UN Development Programme (UNDP) and the UN Office on Drugs and Crime (UNODC), funded by the European Union (EU), have launched a new regional initiative, “Supporting Asian Countries' Resilience to Violent Extremism in the Digital Space.”

This three-year long initiative (August 2025-July 2028) aims to support countries in Asia to build resilience against violent extremism in the digital space, especially among, by and for youth.

Speaking at the launch event, Mr. Andreas Roettger, Head of the Foreign Policy Instruments (FPI) Regional Team for Asia-Pacific at the EU Delegation to Thailand emphasised, "The EU remains a steadfast partner in preventing violent extremism in the digital space in Asia. The transformative power of collaboration and knowledge-sharing reminds us that prevention is not abstract—it is practical, rooted in communities, and driven by evidence”.

Violent extremism poses a significant security and development challenge across Asia and beyond. Influenced by a variety of factors including ideological motivations, limited socio-economic opportunities, misinformation, and hate speech, it challenges regional stability and hinders sustainable development.

“The 2016 UN Plan of Action to Prevent Violent Extremism marked a shift to understanding that violent extremism needed to be addressed through a full-fledged development and prevention approach (..) It also recognised that violent extremism is a threat nearly everywhere and is not exclusive to any part of the world. A threat that requires an integrated, systemic and joint-up response. A threat we need to work on together,” highlighted Mr. Gerd Trogemann, Manager, Regional Programme and Global Policy Network of the UNDP Bangkok Regional Hub.    

Digital platforms have been widely exploited to incite social division, reinforce biases, and escalate grievances, targeting individuals and communities susceptible to radicalisation, particularly youth. The multi-dimensional nature of this threat requires a systemic and integrated response, both in digital and offline spaces.

While recognising the need to counter acts of and individuals involved with violent extremism, the project underscores the necessity to engage youth and civil society, counter online radicalisation and extremist narratives, strength governance and education, among others on mental health issues, and support the formulation and implementation of tailored national action plans that embed human rights and gender equality from the outset.

“This project recognises that preventing violent extremism is not solely a security issue, it a matter of human rights inclusion and resilience among people,” reinforced Ms. Delphine Schantz, Regional Representative, UNODC Southeast Asia and the Pacific.

During the event, experts, stakeholders, supporters and beneficiaries of preventing violent extremism efforts came together both in-person and online, and reflected on the importance of preventing violent extremism in our world today.
