What we do

Air pollution poses significant challenges to public health, environmental sustainability, and economic development in Armenia. Strengthening air quality monitoring, improving regulatory frameworks, and ensuring access to reliable air quality information are essential to protecting people’s health and supporting a cleaner, greener future.

The Clean Air for Health and Green Growth in Armenia (EU4 Clean Air in Armenia) Joint Programme, funded by the European Union and implemented by UNDP in partnership with UNECE, WHO, and the Environment Agency Austria, supports stronger air quality monitoring, regulation, and public access to reliable information.

The project will help align Armenia’s air quality and industrial emissions framework with EU requirements, strengthen the capacities of national and local authorities, modernize air quality monitoring infrastructure, and improve public awareness of the health impacts of air pollution. Through technical assistance, capacity building, and stakeholder engagement, the project contributes to cleaner air, better health, and green growth in Armenia.

Objective

The objective of the Joint Programme is to strengthen the capacity of the Government of Armenia to monitor, analyse, and regulate air quality, thereby contributing to improved air quality and better protection of public health through three interrelated areas of action:

• Strengthening the legal framework and institutional and technical capacities for air quality management.
• Modernizing the national air quality monitoring and management system.
• Promoting the wider use of air quality data by relevant institutions and the population to support informed decision-making and healthier behaviours.

Expected results

• Strengthened legal framework and institutional capacities: Align Armenia’s air quality and industrial emissions legislation with relevant EU requirements and strengthen the technical capacities of competent authorities.
• Modernized air quality monitoring and planning: Support new monitoring stations, upgrade infrastructure and technical capacities, establish a National Reference Laboratory, and develop a Yerevan air quality improvement roadmap based on a pollution-source study.
• Enhanced use of air quality data and public information: Strengthen emissions inventories, raise awareness of air pollution and its health impacts, and improve access to air quality data, forecasts, and health information through a dedicated portal and mobile application.
