Yerevan has officially adopted the new Sustainable Energy and Climate Action Plan

Yerevan, 10 February 2026 – The Council of Elders of Yerevan has officially adopted the city’s new Sustainable Energy and Climate Action Plan (SECAP), marking a significant step toward a low-emission, climate-resilient urban future.
The SECAP outlines Yerevan’s roadmap to reduce greenhouse gas emissions by at least 30% by 2030 compared to the baseline, while strengthening the city’s resilience to climate change impacts. The plan includes mitigation and adaptation measures across key sectors, including public transport, municipal buildings, street lighting, waste management, water systems, and green spaces.
The SECAP was developed with support from the United Nations Development Programme (UNDP) under the project “Climate Promise Armenia – From Pledge to Impact.”
The new plan builds on Yerevan’s earlier commitments under the Covenant of Mayors initiative and expands the city’s climate ambitions by integrating both mitigation and adaptation measures. It provides a comprehensive framework for reducing emissions, improving energy efficiency, expanding renewable energy use, and enhancing the quality of municipal services.
Through the SECAP, Yerevan aims to:
- modernize public transport and increase the share of electric mobility,
- improve energy performance of municipal buildings,
- upgrade street lighting and urban infrastructure,
- expand green spaces and climate-resilient urban planning,
- strengthen climate adaptation measures across sectors.
The adoption of the SECAP reinforces Yerevan’s role as a national leader in climate action and demonstrates the city’s commitment to sustainable urban development aligned with the Nationally Determined Contribution (NDC3.0) of Armenia.
UNDP will continue to support the city in implementing the plan, mobilizing investments, strengthening institutional capacities, and scaling up climate-smart solutions that improve the quality of life for residents.
