International Conference on HRM Reform in the Police Service Held in Yerevan

On 14 November, within the framework of the UNDP “Promoting Efficiency and Reforming Services through Enhanced Human Resource Management for the Ministry of Internal Affairs and Police Service” project, funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL) and implemented in partnership with the RA Ministry of Internal Affairs, an International Conference on Human Resource Management (HRM) Reform in the Police Service was held in Yerevan.
The conference brought together representatives of the Ministry of Internal Affairs and the Police Service, international organizations, and national and international experts. It provided a platform for professional dialogue and knowledge exchange aimed at advancing human resource management reform within the police force.
Opening remarks were delivered by Deputy Minister of Internal Affairs Armen Mkrtchyan, U.S. Embassy Deputy Chief of Mission David Allen, and UNDP Deputy Resident Representative in Armenia Konstantin Sokulskiy.
Highlighting the significance of the HRM reforms, Konstantin Sokulskiy stated: “Today marks an important step in our shared efforts to build a modern, professional, and people-centered police service — one that works with integrity, respects human rights, and truly serves the public. Human resource management reform is about building the right institutional culture — ensuring that the right people are hired, trained, supported, and given the opportunity to grow. It is about trust — trust between the police and the citizens they serve.”
The conference represents a key milestone toward establishing a unified, competency-based HRM framework within the Ministry of Internal Affairs, promoting sustainable institutional reform and modern governance practices.
