The High-Level Digital & Artificial Intelligence Policy Leaders Forum will bring together senior government officials, regulators, private-sector leaders, development partners, academia, and civil society to translate the Digital Policy Framework for the Arab States from a regional framework into practical national action.

Jointly launched by UNDP, Qatar’s Ministry of Communications and Information Technology, and Ooredoo Group in November 2025, the framework is organized around three interconnected pillars: networks and connectivity; data and digital public infrastructure; and intelligent systems and applications.

Over two days, participants will examine regional and international experiences, apply the framework’s diagnostic tools to their national contexts, discuss AI governance, and begin developing national Digital Policy Roadmaps. The Forum will also introduce the proposed Regional Digital Policy Facility and explore its governance, services, and partnership model.

Expected Outcomes

By the end of the Forum, participants will have:

• Developed a shared understanding of the Digital Policy Framework and its three pillars.
• Applied the framework’s diagnostic tools to their national contexts and identified priority reforms.
• Strengthened their knowledge of digital payment and AI deployment frameworks.
• Begun drafting national Digital Policy Roadmaps.
• Exchanged experiences and good practices with other participating countries.
• Gained a clear understanding of the proposed Regional Digital Policy Facility.
