Communications is part of how the Regional Programme delivers, not a service that follows delivery. This playbook sets out the approach for 2026 to 2029: what the Regional Programme communicates, to whom, through which channels and partners, and how success is measured.

It is built around three commitments. First, content grounded in data and programme evidence rather than assertion. Second, engagement with the governments, regional institutions, civil society organizations and funders whose decisions shape whether the RPD's ambitions are met. Third, metrics that show what the work moved, not only what was published.

The playbook is a working document for communications colleagues, programme teams and partners across the region. It offers shared standards, practical guidance and a common way of demonstrating impact.
