Resilient Cities: Sahel Municipalities Lead the Way

June 29, 2025

In seven small Sahelian cities, urban resilience is taking shape. Municipalities have developed City Resilience Frameworks for Action using DiMSUR’s participatory CityRAP tool, rolled out jointly by UNDP and UN-Habitat through the Sahel Resilience Project, with support from the Government of Sweden. In Kongoussi (Burkina Faso), Mao (Chad), Nioro (Mali), Kaédi (Mauritania), Labondo Settlements (Nigeria), Tillabéri (Niger), and Bargny (Senegal), these frameworks prioritize strengthening municipal finance, the green local economy, basic services, infrastructure, and disaster preparedness. Their implementation will benefit more than 564,000 people across the Western Sahel. Kaédi, for example, has already secured World Bank support for solid waste management. The seven frameworks are available here.
