Project Brief: LGBTI Inclusion Index

February 26, 2026

The LGBTI Inclusion Index (the Index) is a UNDP-led initiative supported by the German Federal Ministry for Economic Cooperation and Development that aims to measure the inclusion of lesbian, gay, bisexual, transgender and intersex (LGBTI) people across the five strategic areas of health, education, personal safety and violence, civil and political participation, and economic empowerment. The Index includes a set of proposed 51 indicators, which UNDP and the World Bank published after extensive consultations. These indicators follow the structure of, and are compatible with, the target indicators of the Sustainable Development Goals. At country level, the Index aims to inform policies, programmes and investments for strengthening LGBTI rights and inclusion, as well as drawing attention to broader issues of LGBTI-related data collection, analysis and use. At global level, work on the index is accompanied by South- South learning and policy engagements with key stakeholders involved in LGBTI-related data, including through support to the ILGA World Database.
