Policy paper: How Community-Based Social Protection is Transforming Lives in Africa

This policy paper highlights the transformative role of community-based social protection organizations (CBSPOs) in Africa. With formal systems covering only 17% of the population, CBSPOs—often led by women—provide vital support in underserved areas through savings, emotional care, and access to services.
Drawing on data from five countries, the paper outlines practical recommendations for integrating CBSPOs into national strategies, improving inclusion for youth and marginalized groups, and strengthening governance and financing. It offers a roadmap for building resilient, inclusive systems aligned with Agenda 2063 and the SDGs.
