National Strategy for Disaster Risk Reduction (2025–2030)

The National Strategy for Disaster Risk Reduction (2025–2030) and Short and Medium Term Action Plan provides a comprehensive, forward-looking framework to strengthen Nigeria’s resilience to disasters. Developed by the Office of the Vice President and the National Emergency Management Agency (NEMA), with technical and financial support from UNDP and the Government of Sweden through the Sahel Resilience Project, the Strategy aligns with the Sendai Framework for Disaster Risk Reduction and other regional and global instruments.

Through broad stakeholder consultations, it addresses critical gaps in governance, risk understanding, institutional capacity, and coordination. It prioritises four strategic objectives: 

  • Strengthening disaster risk governance, 

  • Enhancing risk knowledge, 

  • Investing in resilience

  • Improving preparedness, early warning, and recovery systems. 

Implementation is structured across short-term (2025–2027) and medium-term (2028–2030) phases, with a robust monitoring and evaluation framework.

This document serves as a national reference to mainstream disaster risk reduction and climate adaptation into development planning, ensuring no one is left behind in building a safer, more resilient Nigeria.
