Digital public infrastructure in Africa

Supporting African countries in developing inclusive, interoperable and scalable digital public infrastructure.

The Africa Accelerator for Digital Public Infrastructure (AA4DPI) is a UNDP initiative supporting African countries in developing inclusive, interoperable and scalable Digital Public Infrastructure (DPI).

Jointly led by UNDP's Regional Bureau for Africa and the Digital and AI Hub, the Accelerator helps countries move beyond fragmented digital initiatives towards integrated systems that can strengthen service delivery, economic participation and regional integration.

What is Digital Public Infrastructure?

Digital Public Infrastructure refers to the foundational digital systems that enable people, businesses and governments to interact securely and efficiently.

It is built around three core components:

  • Digital identity – enabling people to prove who they are and access services and opportunities.
  • Digital payments – enabling secure and interoperable transactions.
  • Data exchange – enabling trusted information sharing across systems and institutions.

Together, these systems provide the foundation for inclusive digital transformation.

How AA4DPI supports countries

The Accelerator supports countries to:

  • Assess digital readiness and identify priority use cases.
  • Strengthen governance and institutional coordination.
  • Build technical and implementation capacity.
  • Develop investment-ready programmes.
  • Facilitate peer learning and regional collaboration.

How the Accelerator works

AA4DPI provides support across three stages:

Diagnose and design

Assess digital readiness, identify priority use cases and support the development of national roadmaps, governance arrangements and implementation plans.

Scale and connect

Support investment readiness, facilitate access to financing and connect countries to regional and global knowledge networks.

Implement and build

Provide technical expertise, strengthen institutional coordination and support the development of delivery capabilities.
