The Tbilisi Declaration on Access to State-Guaranteed Legal Aid for Forcibly Displaced Populations sets new regional standards for promoting people-centred approaches to access to justice and enhancing knowledge-building and coordination among state legal aid providers. 

The document was signed by representatives from Armenia, Georgia, Moldova, and Ukraine, on 1 December 2023, at the Tbilisi Regional Conference on Improving the Rule of Law and Access to Justice for All.

The Declaration signatories include: 

• Public Defender’s Office of the Chambers of Advocates of the Republic of Armenia
• State Legal Aid Service of Georgia
• National Legal Aid Council representing the Bar Association of Moldova
• Coordination Centre of Legal Aid Provision of Ukraine
