Long-Term Low Emission Development Strategy and Measurement, Reporting, and Verification
Project Summary
This initiative supports Yemen in developing its Long-Term Low Emission Development Strategy (LT-LEDS) and a robust monitoring, reporting and verification (MRV) system to track climate finance and support received. Yemen, highly vulnerable to climate change, faces challenges such as extreme weather, water scarcity, and institutional gaps. The project strengthens institutional capacities, integrates climate action into recovery plans, and mobilizes private sector engagement for a sustainable, low-carbon transition.
Objectives:
- Develop a Long-Term Low Emission Development Strategy (LT-LEDS):
- Define sectoral pathways (energy, transport, industry, agriculture, waste) for low-carbon growth.
- Create an investment plan to mobilize climate finance and align with Yemen’s updated Nationally determined contributions (NDCs) and economic recovery priorities.
- Establish an MRV System for Climate Finance:
- Design a digital platform to track domestic and international climate finance flows.
- Strengthen transparency and accountability in reporting support received and progress toward climate goals.
- Enhance Sectoral Integration:
- Develop sector-specific strategies (e.g., renewable energy, sustainable transport) to align sectoral policies with LT-LEDS targets.
- Build Institutional Capacity:
- Train government officials and stakeholders on LT-LEDS implementation, MRV operation, and climate finance management.
Gender Empowerment
Target 40–60% participation of women in workshops, training, and decision-making forums.
Integrate gender-responsive indicators into LT-LEDS and MRV design to address disparities in resource access, livelihood opportunities, and vulnerability to climate impacts.
Promote women’s leadership in climate action through targeted engagement in sectoral planning and private-sector partnerships.
Address gender-specific risks (e.g., water insecurity, displacement) exacerbated by climate change through inclusive policy design.
Expected results:
- Validate LT-LEDS development strategy with sectoral action plans and investment priorities.
- Operational MRV system for tracking climate finance and support received.
- Green Investment Charter endorsed by public and private stakeholders to incentivize low-emission projects.
- Enhanced technical capacity of 200+ government officials and stakeholders through training programs.
