The Provincial Level Strategic Action Plan for Solid Waste Management (SWM) in Uva Province is a key initiative under the Capacity Development for Local Government (CDLG) Project, implemented by UNDP Sri Lanka with funding from the European Union (EU). This plan aims to strengthen waste management across Badulla and Monaragala districts, ensuring more sustainable and efficient solutions for local authorities.
A technical assessment identified major challenges, including limited waste collection coverage, open dumping, and a lack of recycling and composting facilities. Many local authorities struggle with financial constraints, outdated infrastructure, and low public awareness, leading to environmental and health risks.
The action plan introduces a comprehensive strategy focused on waste reduction, efficient collection and disposal, expanding composting and recycling efforts, and promoting waste-to-energy solutions. It also emphasizes public-private partnerships (PPP), policy enforcement, and community engagement to transform SWM into a more sustainable and revenue-generating process.
Aligned with Sri Lanka’s national environmental policies and the UN Sustainable Development Goals (SDG 11), this initiative aims to create cleaner, healthier, and more resilient communities in Uva Province.
