Launched at the Fourth International Conference on Financing for Development (FfD4), the Global Financing Playbook is a practical, country-focused tool to help governments and development partners scale investment aligned with national priorities and the SDGs.
Amid growing financing needs, climate risks, and economic pressures, the Playbook offers a framework for collaboration across public, private, and philanthropic actors — moving from political agreement to implementation.
It is structured around four strategic pillars:
Policy De-risking – Building enabling environments and regulatory reform
Pipeline Development – Strengthening project preparation and alignment
Financial De-risking – Expanding access to blended finance and risk-sharing tools
Embedding Impact – Aligning finance with measurable sustainability outcomes
By promoting country-led coordination platforms and leveraging initiatives like Integrated National Financing Frameworks (INFFs), the Playbook supports coherent, catalytic financing to deliver lasting development impact.
