Our Key Achievements

In 2025, UNDP Pakistan advanced its mission to deliver for people and planet in a context marked by renewed climate shocks, economic pressure, and rising expectations for public service delivery. Guided by the Country Programme Document 2023–2027 and implemented in close partnership with the Government of Pakistan, provincial authorities, communities, civil society, development partners, and the UN system, our work focused on practical results that people could see and feel in their daily lives.

Our Impact

UNDP works across Pakistan to support national priorities while responding to local realities. Our impact is reflected in the way communities are better protected from climate and disaster risks, livelihoods are restored and diversified, women and young people gain new pathways to opportunity, justice and public services become more accessible, and institutions are strengthened to plan, finance, and deliver for people.

Bringing Justice Closer

UNDP supported democratic governance reforms that brought justice closer to people — particularly women, persons with disabilities, and marginalised communities — while strengthening transparency and resilience. Over 116,000 court hearings were conducted through 72 virtual courts, and five mediation centres were established in Balochistan and KP.

260 justice sector professionals were trained in case management, human rights, and gender-sensitive service delivery. This contributed to a case disposal rate of 75%, with 69% of cases resolved within one month. iVerify Pakistan's counter-misinformation content reached over 10 million people.

Balochistan — Disability Rights Advocate
"His journey reflects the impact of rights awareness in action — one of 7,762 people empowered to claim justice."

Born with a disability in Balochistan, Jalal grew up navigating institutions never designed for him. After attending a UNDP-supported rights awareness session, he and others filed a landmark petition in the Balochistan High Court demanding implementation of the Persons with Disability Act 2017. Today, Jalal works as a Disability Focal Person advocating for inclusive institutions.

Restoring Livelihoods After Shocks

UNDP Pakistan supported national and provincial partners to expand economic opportunities for those most at risk — including flood-affected households, youth entering the labour market, and communities in underserved areas. More than 47,500 people received targeted assistance to restore incomes through skills, enterprise support, and livelihood inputs.

253 women-led micro and small enterprises accessed interest-free finance. 3,800 youth in Sindh and KP gained digital and vocational skills. 40 climate-resilient homes were constructed in Balochistan for a community devastated by floods, providing safe shelter to 356 people.

Hanna, Balochistan — Flood Survivor
"Today, we live in peace. We no longer fear the rain."

The 2022 floods upended Abdul Rehman's life — he lost his home and his son. Through UNDP's Flood Recovery Programme, his family received a climate-resilient home designed to withstand floods, earthquakes, and extreme temperatures. The new home restored not just shelter but safety, dignity, and hope.

From Response to Resilience

Pakistan is on the frontlines of the climate crisis. UNDP worked with national and provincial partners to strengthen resilience, reduce disaster risks, and accelerate climate action. A flagship achievement was scaling GLOF risk reduction through 284 early warning stations in Gilgit-Baltistan and KP, covering 700,000 people.

Pakistan's NDC 3.0 was finalised with UNDP support. Women received training and equipment for honeybee farming, kitchen gardening, and other enterprises in high-risk valleys. National Biodiversity Targets were finalised with engagement from 118 indigenous people and local communities.

"It's a sense of purpose, driven by my own substance. I know now that I am able."

A mother of three from Reshun Valley, Ayesha lost her home twice to floods. Through UNDP's GLOF-II project, she and 14 other women received honeybee farming training. Ayesha harvested 46 kg of honey, earning US$421 — covering household expenses and her son's education.

Turning Evidence into Action

The National Human Development Report (NHDR) 2023/24 sparked nationwide dialogues, with 973 participants across 7 cities. A Digital Action Plan was developed translating NHDR evidence into actionable guidance on inclusion, digital literacy, data governance, and AI readiness.

Development Advocate Pakistan (DAP) reached over 160,000 viewers with three issues covering AI for development, development financing, and SDG acceleration. A US$2 billion SDG-aligned investment portfolio was prepared with the Ministry of Climate Change, and 12 federal implementation roadmaps were developed with the Prime Minister's Office.

"2025 showed that well-timed, evidence-based policy advice can unlock investment and accelerate SDG progress."

From the NHDR to the SDGs programme, UNDP strengthened the bridge between evidence and action — helping ensure research and data inform practical policy choices that protect the most vulnerable and expand opportunity for all.

Shifting Systems, Expanding Choice

Pakistan is ranked 148th out of 148 countries on the Global Gender Gap Index. UNDP's work focused on shifting systems, strengthening institutions and service delivery mechanisms that make equality actionable, measurable, and durable beyond individual projects.

Gender desks were established across all merged districts of KP and in Gwadar. 2,500+ women and transgender persons gained access to skills training, employment support, and entrepreneurship opportunities. 12 schools in Balochistan were rehabilitated, benefiting 3,600 girls. 20 public hospitals were rehabilitated, expected to serve 250,000+ people.

Access to Justice Initiative Beneficiary
"Today, Shehla is rebuilding her life on her own terms."

Through UNDP's Access to Justice initiative, Shehla connected with community-based legal aid officers who helped her leave an abusive marriage, secure a divorce, and protect her children. Legal documentation was provided, referrals were made to support services, and she was connected to livelihood pathways. Her story shows what justice means in practice: safety, dignity, and a future with choices.

Partnerships at the Heart of Our Work

Partnerships are at the heart of UNDP's work in Pakistan. We work with the Government, development partners, civil society, the private sector, academia, and the UN system to deliver results that strengthen institutions, expand opportunity, and advance climate resilience.
