This case study highlights how community-based approaches to maritime safety and security contribute to broader human security in a large ocean state. As climate pressures, geographic isolation, and evolving security risks intersect across maritime communities, the initiative demonstrates how equipping people with practical skills and strengthening links to national systems can improve safety at sea, support emergency response, and enhance early detection of threats.
