Corruption Below Water: Improving Governance through Corruption Prevention in the Fisheries Sector of the Pacific Island Countries

The fisheries sector is one of the most critical industries worldwide and is of particular importance for the Pacific Island countries (PICs), where fishing continues to play a critical role in the livelihoods and economic well-being of the population. International, regional and national frameworks have been set aiming to sustainably manage fisheries resources. However, these regulatory frameworks and controls and the assumptions that they will be effective are all threatened by corruption.  

This publication provides a brief overview of the governance issues and corruption risks in the fisheries sector in the PICs and introduces some of the established risk management tools.

This publication was prepared by the United Nations Pacific Regional Anti-Corruption (UN-PRAC) Project, a joint initiative by the United Nations Office on Drugs and Crime (UNODC) and United Nations Development Programme (UNDP), supported by the New Zealand Aid Programme.
