The report underscores the importance of transparent, accountable, and well-planned procurement practices in Kiribati’s public sector. It calls for a whole-of-government approach to procurement reform—one that links compliance, capacity building, and community awareness to ensure that public funds deliver real value for citizens. 

Moving beyond ad-hoc or fragmented purchasing processes, the report promotes coordinated oversight between ministries, standardized procedures, and citizen engagement to strengthen trust and integrity in the use of public money, in alignment with principles of good governance and sustainable development.
